Through Life Capability Management
Harmonic have developed a unique Programme and Systems Engineering based approach to Through Life Capability Management (TLCM). Our approach is derived from the MoD Acquisition Operating Framework (AOF) and builds on experience gained in supporting a large System of Systems project. It recognises that capability planning demands a combination of programme management and technical skills, supported by a wide range of technical, performance, fleet management and financial models. These models support the complex trade-offs and decision making necessary to develop robust and affordable capability plans.
Delivering the planned capability demands ongoing monitoring of the delivery projects across the DLoDs to ensure that when they are integrated the planned operational capability will be realised. Early detection of emerging capability shortfalls is the key to taking decisive and effective corrective action.
A critical aspect of TLCM is monitoring the in-service performance of the capability and capturing user feedback to identify the need for future capability improvements.
Our flexible TLCM service, delivered in alliance with fellow defence SME Persides, ensures that only the right targeted activities are undertaken at each stage, delivering defined work packages alongside up-skilling of individuals within the customer’s organisation.
